You need to pass a hunter education course to purchase your first hunting license in Vermont unless you can show proof of having a hunting license or hunter education course completion from another state or province.
Bowhunter education or a prior license, including one from another state or province, is required in Vermont.

Military exemptions and benefits
Active-duty military members stationed in Vermont may purchase a hunting license at the resident rate.
Active-duty military members who are Vermont residents but stationed elsewhere for 120 days or more may apply for a free hunting license while on leave.
Resident veterans who have 60% service-connected disability may be eligible to receive a free one-year hunting license if they reside in a state that provides reciprocal privileges to Vermont residents.
